The Deputy Chief Financial Officer (CFO) is responsible for management/oversight of financial data and transactions across all Goddard Space Flight Center entities including the Greenbelt location and 5 other remote locations. The office also carries out accounting functions and reimbursable agreements for the Center and other remote work sites as applicable. The Deputy CFO co-leads with a combination of planning, analysis, accounting, and control of Center resources and enterprise-wide duties.
Duties
The Deputy Chief Financial Officer:
Directs the development, implementation, and administration of integrated Agency and Center-wide financial management systems, including all aspects of planning, programming, budgeting processes, and guidelines for distribution of Center resources.
Supports the CFO, by assuring reliability, accuracy, and completeness of GSFC and assigned Agency resources and financial management activities. Assists the CFO in implementing all aspects of the CFO Act and other financial management regulations that apply to GSFC and Agency functions assigned to GSFC.
Coordinates and correlates formulation of the GSFC annual budget and ensures the Center has adequate financial resources for accomplishment of assigned programs and activities on schedule.
Leads and directs Center and Agency financial management activities, including design, establishment, and maintenance of an integrated financial management system, This includes budget execution and control, accounting, auditing analysis, and managerial financial reporting.
Plans, directs, implements, and evaluates Center and Agency financial management policies and procedures, management controls, performance requirements and metrics, and Center financial accounting and reporting.
Coordinates with appropriate management officials both inside and outside the Center and Agency to determine and recommend actions to be taken for the benefit of the Agency.
Develops and implements review and control procedures to ensure that resources are utilized properly, legally, economically, and effectively in meeting overall Center objectives.
Conducts analyses of all projects and GSFC organizational budget plans, recommending adjustments as necessary.
As directed by the CFO, provides leadership and oversight of a large resources and financial management community, including strategic hiring, staffing, and performance management to ensure support of critical Center and Agency programs leading to the success of said programs.

Requirements
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.
Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

MANDATORY TECHNICAL QUALIFICATIONS:
MTQ 1 - Demonstrated experience in leading and/or directing a large and complex organization's financial management activities; design, establishment, and maintenance of an integrated financial management system and formulating innovative performance management solutions to resource and financial management issues.
MTQ 2 - Demonstrated experience in developing and analyzing full cost budgets, managing various aspects of project planning and control, and overseeing multifaceted accounting and audit processes with various appropriations, multiple sites, and complex contract mechanisms. Additionally, demonstrated experience in formulating innovative performance management solutions to resource and financial management issues.
