As the Financial Management Specialist within the Advanced Manufacturing Branch, you will be responsible for leading and managing all financial activity relating to the Fabrication Facility operations. You will work with technical leads serving as the financial focal point for budget formulation, facility assessments, execution, tracking, and reporting. You will serve as the Subject Matter Expert for the Fabrication cost pool to include providing guidance on pool policies and procedures.
Duties
Administer budget and financial management for a variety of projects in the GSFC service pool.
Ensure accuracy and completeness of cost transactions, reconciles service pool contracts, and does cost roll-ups for service pool contracts.
Monitor fund balances and status of projects, recommending reprogramming of funds as needed and reviews financial reports and resolves discrepancies with the appropriate offices.
Provide guidance about general cost accounting procedures; use complex cost accounting functions including analyses and reconciliations, financial reporting assignments, accounting control, obligations, and cost transactions.
Serve as a financial expert on budgeting and financial management issues and activities; analyses and reconciliations, financial reporting assignments, accounting controls, obligations, and cost transactions to include historical costs.
Review cost documents, agency systems implementations, and procedures and implements Agency procedures within service pools.
Evaluate contractor cost proposals and supports the contracting officer during contract negotiations, including the development of in-house estimates.

Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13 they will be temporarily promoted to the GS-14 level.
Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading and/or managing financial management, cost accounting and/or budgetary processes and procedures;
Coordinating budget and financial funds between interagency organizations to establish funds management across directorates;
Managing contracts through planning and organizing financial work, contract negotiations, and/or implementing proposal changes.
