You will assist the Office of Planning and Portfolio Governance Director in the development of communication strategies and activities aimed at expanding the effectiveness of FMCSA’s IT messages to both stakeholders and general audiences. He/she will be responsible for establishing and maintaining effective working relationships with USDOT and FMCSA leadership and staff, stakeholder organizations, and members of the media.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience managing application development projects using software development methodologies, including Scrum, Kanban and System Development Life Cycles (SDLC) to plan, execute and control projects throughout the full project lifecycle to include risk management, configuration management, scheduling, reporting, and performance measurements.  Experience with drafting procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS) and Independent Government Cost Estimates (IGCEs).  Experience reviewing deliverables and invoices on various contract types, including Time and Materials contracts, and making recommendations for approval and/or disapproval. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Communications and Media - Knowledge of the production, communication, and dissemination of information and ideas to inform and entertain via written, oral, and visual media. Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Strategic Thinking - Formulates effective strategies consistent with the business and competitive strategy of the organization in a national economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
