This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13.
Duties
Perform duties as the electronic Financial Liability Investigations of Property Loss (eFLIPL) System Project Lead and Project Contracting Officer’s Technical Representative (COTR)/Technical Monitor.
Plan and monitor cost, schedule, and performance of the assigned systems.
Manage system aspects such as requirements, design, development, testing, and integration efforts.
Translate business requirements into functional requirements to meet customer needs.
Responsible to provide briefings to the Command, customer, and eFLIPL stakeholders regarding project status of assigned systems.
Lead and coordinate meetings with team members within and outside the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for ENGINEERING AND TECHNICAL MANAGEMENT certification within 36 months as of entrance on duty.
- One-year trial/probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as:1) Updating Software Release Plans and/or Schedules to align with sprint goals and team velocity. 2) Reporting on project status to include any of the following, sprint progress, updates, or adaptations. 3) Facilitating cross-disciplinary coordination to ensure team alignment, remove blockers, or foster collaboration to meet mission requirements effectively. 4) Presents briefings on technical or programmatic matters related to the project activities.
