This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
In this position, you will serve as a project/team lead in the Office of the ASA(ALT), DASA(DES), Cyber Directorate.
Duties
Apply expertise in diverse cybersecurity subject matters such as risk management framework, communications security / cryptography, vulnerability management, and continuous monitoring.
Develop, adapt, and/or streamline policies and methods for evolving technology to meet security requirements through agile acquisition.
Generate policy and provide oversight of subordinate organizations to assist with effective and consistent implementation of policies and technical guidance.
Lead a fast-paced team of experts while overseeing contractor performance.
Collaborate with partners across Army and DoD to solve complex, cross-functional problems and maintain secure operations from enterprise to tactical/local levels.
Communicate effectively from operator through senior management official levels on complex and controversial issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Practitioner in the Acquisition Career Field (N) Engineering and Technical Management within 60 months of entrance on duty.
- This position requires you to submit a Financial Disclosure Statement, OGE-450, report upon entering the position and annually.
- This position requires a Top Secret Clearance.
- This position requires travel up to 25% or more.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe at least one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes:
Applying cybersecurity technology expertise to the planning, design, and implementation of new systems to meet modernization and digital transformation initiatives; AND
Applying cybersecurity management expertise to establish and/or maintain effective cybersecurity programs/policies across organizations; AND
Leading teams and managing projects to achieve specified tasks within cost and schedule constraints, while coaching members on problem-solving methods and techniques, managing risks, and identifying opportunities
AND
Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
