This position is located within the Bureau of the Fiscal Service, Executive Director, Administrative Resource Center (ARC), Division of Business and Project Management (DBPM), Project Management Branch (PMB). The function of this position is to act as a project management specialist independently or on project teams.
Duties
Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:
Qualifications
You must meet the following requirements by the closing date of this announcement.
To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; For more information on education requirements go to Treasury's Pathways Program.
*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
To qualify for the grade 09 level, you must meet the following requirements:
A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
B. Specialized Experience: For the GS-09, is defined as one year of experience at the GS-07 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing administrative work that involves principles, concepts, policies, and objectives applicable to a program or administrative area in order to meet overall program goals and objectives.
Examples of such experience may include:
- Experience in supporting a project with an assigned project manager; OR
- Experience facilitating group discussions surrounding improved business processes or reaching a common goal; OR
- Served as part of a team that had a goal to implement a new business process or to implement a new business solution
OR
C. You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours may be combined with experience.
To qualify for the grade 07 level, you must meet the following requirements:
A. Education- In the Recent Graduates Program you may qualify based solely on education as follows:
1 full year of graduate level education OR a Bachelor's degree with one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies;
OR
B. Specialized Experience: For the GS-07, is defined as one year of experience at the GS-05 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience assisting with performing administrative work that involves principles, concepts, policies, and objectives applicable to a program or administrative area in order to meet overall program goals and objectives.
Examples of such experience may include:
- Experience in being part of a goal oriented team; OR
- Experience in communicating with management; OR
- Experience in effective meeting management and meeting note taking
OR
C. You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your résumé.
