You will serve as an Industrial Engineering Technician in the Technical Data & Documentation Division (Code 49610) under the MRO Engineering Department (49000) of FRCSW. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Duties

You will develop detailed work methods and processes, listing the essential steps for the repair and or overhaul of assigned aircraft, engines, or components. You will review and research all approved Technical Directives such as Technical Publications and Drawings, Local Engineering Specifications (LES), Local Process Specifications (LPS), Standard Depot Level Maintenance Specifications, etc. You will participate in the review of WLS and CUP annually for Aircraft, Engine and Component workload. You will conduct productivity studies to analyze and evaluate the depot operations and processes in terms of increased efficiency and work output, improved utilization of resources, improved quality and reduced costs. You will review Buy Versus Repair (BVR) requests for accuracy of WLS, material charges, Job Order Number, material requested, man-hours requested, and labor rate, and ensure accuracy prior to submittal to WLS/CUP manager.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing industrial logistics planning and integration documents for the repair of new and prospective work load programs; 2) Managing time standards and man-hour estimates for workload programs for aircraft, component, engine, and/or ground support equipment systems;3) Contributing in capability development for aircraft, component, engine, and/or ground support equipment systems; 3) Conducting industrial engineering studies to evaluate production and operational methods and sequence of work operations; and 4) Establishing, managing and maintaining Master Work Plans (MWP). Examples of qualifying specialized experience include: experience that involved work measurement, simplification, and standardization; Methods Analysis and Improvement; Analysis and design of work center facilities and equipment; and Planning and control of industrial operations. FOR GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with industrial logistics planning and integration documents for the repair of new and prospective work load programs; 2) Managing time standards and man-hour estimates for workload programs for aircraft, component, engine, and/or ground support equipment systems; 3) Gathering/analyzing data for special studies and projects; and 4) Familiarity with Master Work Plans (MWP). Examples of qualifying specialized experience include: experience that involved work measurement, simplification, and standardization; Methods Analysis and Improvement; Analysis and design of work center facilities and equipment; and Planning and control of industrial operations. Education

In lieu of specialized experience, you may qualify with the following education for the GS-09 level only:
Two full years of graduate education or a master's degree, that is directly related to the work of the position.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
