You will serve as an INDUSTRIAL ENGINEERING TECHNICIAN in the TECHNICAL DATA & DOCUMENTATION DIVISION of FLEET READINESS CENTER SOUTHWEST. This announcement uses the Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will develop detailed work methods and processes, listing the essential steps for the repair and or overhaul of assigned aircraft, engines, or components. You will develop and maintains documents in Navy Depot Maintenance System (NDMS). You will review and research all NAVAIRSYSCOM approved Technical Directives such as Technical Publications and Drawings, Local Engineering Specifications (LES), Local Process Specifications (LPS), Standard Depot Level Maintenance Specifications, etc. You will participate in the review of WLS and CUP annually for Aircraft, Engine and Component workload. You will conduct productivity studies to analyze and evaluate the depot operations and processes in terms of increased efficiency and work output, improved utilization of resources, improved quality and reduced costs. You will review Buy Versus Repair (BVR) requests for accuracy of WLS, material charges, Job Order Number, material requested, man-hours requested, and labor rate, and ensure accuracy prior to submittal to WLS/CUP manager.

Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a bargaining unit position.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience should demonstrate the ability to perform the following duties: FOR GS-11 I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing industrial logistics planning and integration documents for the repair of new and prospective work load programs; 2) Managing time standards and man-hour estimates for workload programs for aircraft, component, engine, and/or ground support equipment systems; 3) Gathering and analyzing data for special studies and projects; 4) Conducting industrial engineering studies to evaluate existing and proposed production and operational methods and sequence of work operations; and 5) Managing and Maintain Master Work Plans (MWP) for aircraft, component, engine, and/or ground support equipment systems. Examples of qualifying specialized experience include: experience that involved work measurement, simplification, and standardization; Methods Analysis and Improvement; Analysis and design of work center facilities and equipment; and Planning and control of industrial operations. FOR GS-09 I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with preparing industrial logistics planning and integration documents for the repair of new and prospective work load programs; 2) Managing time standards and man-hour estimates for workload programs for aircraft, component, engine, and/or ground support equipment systems; 3) Gathering data for special studies and projects; and 4) Assisting with managing and maintaining Master Work Plans (MWP) for aircraft, component, engine, and/or ground support equipment systems. Examples of qualifying specialized experience include: experience that involved work measurement, simplification, and standardization; Methods Analysis and Improvement; Analysis and design of work center facilities and equipment; and Planning and control of industrial operations.
