Duties
Serve as an expert in technology transfer methodologies and utilizes technical expertise in the areas of science and engineering to fulfill responsibility for management of the technology portfolio.
Conduct extensive technical investigation and evaluation of new, emerging technology areas from industry, academia, and other services and agencies and offer technical advice to decision makers.
Manage the Center’s patent portfolio, including down-selecting intellectual property technologies for market analysis, creating opportunities for technical interface among stakeholders.
Serve as a technology licensing specialist and develop policy, processes and procedures for patent licensing engagement and agreement.
Serve as the technical specialist responsible for coordinating and communicating the Center’s technical program needs with potential industry partners.
Stimulate industry participation in government programs, facilitating technical discussions and partnership opportunities by including fields of physical and life science to technology planning assignments.
Promote intellectual property among potential private partners, specifically for licensing.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three-year trial/probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- You must be able to obtain and maintain a Secret security clearance.

- Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a temporary appointment with no statutory return rights back to a permanent position.
- Position may be filled as a temporary promotion, reassignment, or change to lower grade by a current permanent Army employee. This may be extended up to a maximum of five years. This position may be made permanent without further competition.
- Position may be filled as a temporary appointment not-to-exceed three years.

Basic Requirement for Biologist:
A. Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)

Basic Requirement for Microbiologist:
A. Bachelor's degree (or higher degree) in microbiological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.)

Basic Requirement for General Engineer/Chemical Engineer:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
Basic Requirement for Physical Scientist:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for Chemist:
A. Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering which includes 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR
B. Combination of education and experience which includes course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Applying in-depth knowledge of federal laws, regulations, policies, procedures, and practices governing technology transfer within a defense organization and in-depth knowledge of the acquisition life cycle; 2) Applying knowledge in scientific fields which may include biology, chemistry, physics, toxicology and other fields of physical and life science to technology planning assignments; 3) Utilizing analytical and evaluative methods to interpret changes in policy and regulation, evaluate program impacts, and make recommendations to resolve complex issues and; 4) communicating professionally with highly technical internal and external stakeholders involved in research and development. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02).
