About the Position: Serves as Principal Technical Manager of Engineering and Deputy Director for the Engineering Directorate responsible for planning, directing, managing, coordinating and implementing one or more phases of exploratory development of a critical chemical biological defense (CBD) program consisting of complex military items, materials, and systems urgently needed for the warfighter and national defense.

Duties

Serve as a Technical Manager and Supervisor administering a major engineering and/or scientific competency area having national or international impact within the organization’s mission and vision. Provide stewardship, consultation, and encouragement for complex and/or creative mission critical research pursuits in physical, biological, or engineering sciences, or other fields closely related to the mission. Exercise a high degree of originality and professional competence to direct and coordinate planning of new and diverse projects for long and short range goals; advise on solutions of highly complex technical/managerial problems. Collaborate with internal and external center level managers on critical tactical issues and long term strategy involving the vision, mission, goals, objectives and key initiatives of the organization. Provide multifaceted scientific interpretations to senior leadership and other high level officials relative to matters impacting research and development projects. Represent the Engineering Directorate in high level meetings with key officials from higher headquarters, the military services, industry and in national and international conferences on matters of scientific and technical interest to the Center. Supervise the financial process, product engineering, acquisition logistics, human capital management, and strategic planning and business operations for the directorate. Review technical accomplishment and status of projects and ensures that technical requirements and objectives are accomplished; and manage the execution of funds for projects and personnel. Assist and review the development and execution of programs and projects of staff. Manage, supervise, and oversee a staff of senior level engineers and scientists as well as various support personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated Critical-Sensitive (3) Top Secret (TS) security clearance or the incumbent must be able to obtain and maintain a TS security clearance/access.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • This a Key Leadership Position (KLP) and selectees must have a Level III certification in Acquisition Career Field, Engineering or Program Management upon assignment to the position in accordance with DoD Instruction 5000.66.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver.
  • This is a Testing Designated Position. This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement) and execute a written tenure agreement.
  • This critical acquisition position requires level SENIOR LEVEL III certification in the acquisition career field of ENGINEERING or PROGRAM MANAGEMENT.
  • Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

Qualifications

The Chemical Biological Center (CBC) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DB-05 is above the GS-15 level not to exceed Executive Level 04. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Supervisory General Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for Supervisory Physical Scientist. A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement for Supervisory Data Scientist. A. Degree: Bachelor's degree (or higher degree) in mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR B. Combination of Education and Experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. Basic Requirement for Supervisory Operations Research Analyst. Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Basic Requirement for Supervisory Computer Scientist. Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Managing an operational staff with expertise in supporting program life cycle of Chemical Biological Defense (CBD) or other military materiel systems; 2) Directing a business/planning program, function or process that shapes an organizational strategic plan; AND 3) Motivating persons or groups to adopt processes in order to advance the goals of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-04/GS-15). ACE credit recommendations may only be used to meet the 24 semester hour standard for Acquisition Corps membership if those credit recommendations have been accepted by and appear on an official transcript from an accredited institution of higher education. DAWIA provides the option to substitute equivalent training for the 12 semester credit hours applied to the 24 hours in the individual's AT&L Career Field and 12 hours in the covered disciplines. This does not apply to the option for 24 semester credit hours in the covered disciplines.

Acquisition Corps Members - Submit either your Acquisition Corps Membership Certificate; membership letter from the Agency's Director, Acquisition Career Management, Acquisition Career Record Brief (ACRB) or agency ACRB equivalent document.

Non-Acquisition Corps Members - Submit your transcripts. Additional documentation maybe required if you are selected.

REQUIRED:

Eight years of experience in an acquisition billet with at least six years in the Engineering Career Field (formerly the Systems Planning, Research, Development, and Engineering (SPRDE) Career Field) or Program Management Career Field, and at least three years in a program office, or similar organization.
Five years of supervisory or team leading experience.
Demonstrated performance as a Chief or Lead Systems Engineer in a defense acquisition program or information system . OR . have served as a Chief or Lead Systems Engineer for major subcomponent within a program.
Demonstrated experience managing a program's technical performance risks, including developing and implementing mitigation strategies.

Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
