This position is located in Finance Service at the North Florida/South Georgia VA Health Care System in Gainesville, FL. The primary purpose of this position is to maintain subsidiary records for medical care appropriations, general fund receipts, obligations of funds, payments, and general post funds.
Duties

Major Duties:
Examines, verifies, and maintains financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting.
Receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation completeness, and correctness of the account data.
Processes payments to vendors and customers doing business with the VA and to Veterans for their beneficiary travel pay.
Applies knowledge of accounting procedures relating to appropriations control, transfer of funds, reimbursements of expenditures, refunds of administrative expenses, discounts, and handling of payments.
Researches, interprets, and verifies which appropriation and general ledger accounts to document and subsequent accounting transactions will affect; establishes routines for input of these transactions.
Assigns transactions that will have the proper accounting effect.
Documents financial transactions to assure a proper audit trail.
Reviews pending items and ensures that follow-up is taken on all items pending for excessive periods of time.
Provides the customer with consistent information according to established policies and procedures.
Handles conflict and problems in dealing with the customers constructively and appropriately.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8am to 4:30pm

Qualifications
MINIMUM QUALIFICATION REQUIREMENT:SPECIALIZED EXPERIENCE: At least one year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-5). Specialized experience is experience performing clerical or technician level work in support of budget, accounting, audit, fiscal and/or financial management functions.
OR
GRADUATE EDUCATION: As a general rule, education is not creditable above GS-5 for most positions covered by this standard. However, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Nine hours of graduate education in accounting or accounting-related courses may be used to qualify in lieu of specialized experience. Transcripts are required if using education to qualify.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate education as described above that demonstrates the ability to perform the duties of this position. Experience must be detailed in your resume and transcripts are required.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The work is primarily sedentary with some walking, standing, and bending. May be required to lift and move files/printouts. Alternate cashier duties may require some minimal physical exertion such a lifting a cash box. Travel may be required between the medical center and various out-post medical center locations.
