The Accounting Technician is assigned to the Fiscal Service line at the North Florida/South Georgia VA Healthcare Systems and maintains Subsidiary records for Medical Care appropriations, General Fund Receipts, Obligations of funds, Payments, General Post Funds at the Medical Center. Also serves as the Federal Agency Travel Administrator for the entire North Florida/South Georgia Veterans Health System and as the Alternate Agency/Organization Program Coordinator for the travel card program.
Duties
As an Accounting Technician (GS-0525-06), you will be responsible for performing the following duties:
Examines, verifies, and maintains financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data.
Receives and analyzes various types of documents to determine propriety, validity, budget, expenditure limitation completeness, and correctness of the account data.
Determines proper cost centers, budget object codes (BOC), appropriations and fund control points to be entered into a computerized cost accounting system.
Processes payments to Vendors and Customers doing business with the VA and to Veterans for their Beneficiary Travel pay.
Maintains control of receipts and deposits and related tracking mechanisms.
Reviews and verifies employee travel requests for accuracy and completeness and applicable regulations to determine entitlements and method of travel.
Advises on travel entitlements, administrative leave and reimbursable expenses.
Completes monthly credit card reconciliations and ensures employees are following regulations for use of a government travel charge card.
Researches, interprets, and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions will affect; establishes routines for input of these transactions.
Assigns transactions that will have the proper accounting effect. Documents financial transactions to assure a proper audit trail. Reviews pending items and ensures that follow-up action is taken on all items pending for excessive periods of time.
Performs other related duties as assigned.
Work Schedule: Monday- Friday 8:00 AM -4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position you must have served 52 weeks at the GS-5.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of budget object codes (BOC), appropriations and fund control points to be entered into a computerized cost accounting system.
Interprets and verifies which appropriation and general ledger accounts a document and subsequent accounting transactions will affect.
Knowledge of accounting procedures relating to appropriations control, transfer of funds, reimbursements of expenditures, refunds of administrative expenses, discounts, and handling of payments.
Analyzes various types of documents to determine propriety, validity, budget, expenditure limitation completeness, and correctness of the account data.
Provides customers with consistent information according to established policies and procedures.

Physical Requirements: The work is primarily sedentary with some walking, standing, and bending incumbent may be required to lift and move files/printouts. However, alternate cashier duties may require some minimal physical exertion such as lifting a cash box. Travel may be required between the medical center to the various out-post medical center locations.
