Duties

This Program Specialist position is located Direct Reports (DR), Chief Counsel (CC), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Applies technical experience and discretion to Chief Counsel's (CC's) litigation group programs and principles in order to plan, organize, and prepare written documents, tracking reports, to lead special studies and research projects or assignments, to develop and analyze facts, to draft and review policy, to support attorneys in handling litigation cases, including discovery and document production, hearings, and other matters as assigned, and to compile, summarize, and present information from a variety of sources, while exercising sound judgment, receiving minimal supervisory review, and ensuring that the most comprehensive and effective recommendation or product is presented. Designs and implements adaptations or modifications to existing policies or procedures within Chief Counsel's (CC's) litigation group to maximize CC's effectiveness to further TSA's security mission. Identifies when and where administrative procedures and practices may present potential opportunities for improvement, serves as lead with minimal supervision in assessing and addressing situations that may require deviation(s) from standard administrative procedures. Oversees the management of files from Chief Counsel's (CC) program operations, including Record Management and Retention Program, Classified Records Retention Program, and e-Discovery Program. Applies comprehensive knowledge of records management, with minimal supervision, to interpret policy guidance and provide advice and support to other specialists, attorneys, and other professionals with a goal of maintaining thorough and precise record-keeping. Provides support, advice, and guidance as a technical specialist for electronic databases including, but not limited to, Salesforce, iShare/SharePoint, LInKS, eOPF, Concur, and WebTA, Relativity, docketing systems, shared drives, FOIA-processing software such as SecureRelease, and file-sharing platforms such as JEFS and the Box. Provides advice and guidance on any additional electronic databases, programs, or other means that would support the Chief Counsel (CC) litigation group's objectives. Maintains and updates CC's litigation-related electronic repositories. Identifies and proposes solutions to complex issues in managing legal and administrative records, sets priorities within established control systems, and leads team members in improving operational efficiency of electronic databases, which directly impact CC's projects, policies, and procedures. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized Experience is defined as: Apply qualitative and quantitative analysis and evaluative methods for assessment to support improvement of program procedures, and overall program effectiveness; and Assist a large team in tracking and managing a work portfolio and improving processes and procedures by developing operating procedures. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Provides overall management, control and execution of assigned programs and initiatives within a large group; and Provides administrative oversight, or serves as program or team lead, for medium to large-size programs with minimal supervisory oversight; and Recommends new approaches or methods for program development execution or evaluation; and Deliver verbal communication clearly and concisely explaining program goals, objectives, directives, and requirements to a wide variety of stakeholders. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
