Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. Your salary will be based upon the locality pay of your work site after selection. Examples of Locality Pay Rate based on the selectee's location: Denver - Aurora, CO (GS-12/13 Salary Range is $96,684 - $149,465) Seattle - Tacoma, WA (GS-12/13 Salary Range is $97,376 - 150,535) These positions include the base pay. MAJOR DUTIES: As a Public Health Analyst, you will provide advice and support to leadership of the IEA regional office or IEA Headquarters on matters of public health program administration. Your major duties and responsibilities include: Serves as an expert analyst in developing, monitoring, implementing, and evaluating current or projected complex, interrelated public health programs involving governmental and nongovernmental organizations from multiple sectors at the community, State, national and/or international levels. Analyzes existing or proposed systems, strategies, services, or other health related matters for long-range implementation and administration of the public health program. Develops and applies new or revised program methods, organizational structures, and technologies to carry out program objectives. Coordinates high level, collaborative projects with other internal and/or external organizations to meet broad agency goals. Inventories, tracks, summarizes, and disseminates critical public information and progress reports. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

Qualifications

QUALIFICATION REQUIREMENTS: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions; Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to the grade levels listed below in the federal service. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-12: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis: Developing or applying new or revised public health program methods to carry out program goals and objectives. OR Collecting and compiling qualitative and quantitative public health data for use in making program decisions. GS-13: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis: Analyzing or evaluating the effectiveness of public health programs and develop recommendations for improvements to policies and operations. OR Collecting, compiling and interpreting public health data from a variety of sources, and preparing summary statements, briefings and reports of recommendations for senior management. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. PUBLIC HEALTH POLICY - Develops comprehensive public health policies by promoting the use of scientific knowledge in making decisions and setting priorities. DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgement and to enable strategic decision-making.
