These positions are located in the Health Resources and Services Administration, Office of Intergovernmental and External Affairs, Denver and Seattle Regional Offices. Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Deputy Regional Administrator, you will serve as a special projects officer, and provide leadership on special initiatives that require the application of advanced management, organizational, performance improvement, and relationship-building skills and/or superior public health subject matter expertise. In the absence of the Regional Administrator, the Deputy will assume the acting Regional Administrator role and exercise full management and supervisory authority to support the overall operations of the Regional office. Your major duties and responsibilities include: Developing and coordinating systems for collecting and compiling qualitative and quantitative information and data for use in program decisions. Analyzing existing or proposed systems, strategies, services, or other health-related matters for long-range implementation and administration of the public health program. Developing and implementing surveillance systems and practices for tracking of regional and state trends in public health, health care, and health policy. Analyzing complex public health policies, programs, and statistical standards to advise senior management on public health policies, operations, products, and services. Establish and maintain close and cooperative working relationships with agency and department management and officials, government agencies, and other institutions with related interests, in order to advance the programs and objectives of the agency. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-14 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis: Developing short- and long-range public health program goals and objectives. AND Reviewing and assessing the impact of current, proposed, or new health-related policies and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making. COLLABORATION - Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information, and achieve results.
