The primary purpose of this position is to serve as an Information Systems Security Specialist responsible for the overall management and oversight of security on information systems including the planning, analysis, design, development, configuration, installation, testing, and management of security mechanisms on networked systems used for transmission of information.
Duties
Plans, organizes, and coordinates security activities within the ACAS Program Management Office (PMO), ensuring security requirements comply with legal and regulatory mandates and meets customer needs.
Serves as Information System Security Manager providing information systems security advice and guidance to ACAS Program Manager Office.
Coordinates with the DOD Commercial Airlift Division, AMC, USTRANSCOM, Federal Aviation Administration, and other agency subject matter experts to identify and specify requirements, specific operations, processes, and work products which are adaptable to automation.
Supports the DOD Commercial Airlift Division with service in the areas of hardware installation, movement, maintenance, and property accountability.

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes: Applying a full range of IT security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance and management methods to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; Monitoring and evaluating systems compliance with IT security requirements; Providing advice and guidance for the implementation of IT security policies and procedures in the development and operation of network systems; Planning and conducting security accreditation reviews for installed systems or networks and recommending new or revised security measures and countermeasures based on the results of accreditation reviews; and Utilizing a broad range of telecommunications equipment, operating techniques, concepts, principles, practices, requirements, methods, sources, and procedures to interpret policy originating from higher organizational levels and analyze/resolve difficult and complex telecommunications security problems where telecommunications knowledge is paramount.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), methods for evaluating risk and vulnerability to attack from a variety of sources (e.g., espionage, disruptions of services, viruses, data tampering, destructive programs and applications, and unauthorized system entry), and skill in adapting analytical techniques and evaluation criteria to determine program effectiveness.
Knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advises on new or revised security measures and countermeasures based on the results of accreditation reviews.
Knowledge of the latest advancements in rapidly changing technology to evaluate its possible impact on organization missions, and to develop strategies to satisfy requirements.
Skill in oral and written communications to prepare written reports, operating instructions, supplemental instructions, specifications and present briefings.
Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
Knowledge of the Air Carrier Analysis Support System (ACAS) and commercial air carrier safety analysis techniques sufficient to evaluate methods and principles of new system and application software to support the safety oversight business processes and operations is highly desired.
Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
