About the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the United States. This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years.

Duties

Operate under the administrative supervision of Program Director, Reemployed Annuitant Office on an as needed basis. Serve as action officer for specific projects to include origination of and replies to correspondence, document preparation, processing finalization, etc. Obtain leases of real property required within the natural disaster or emergency area. Review appraisals of fair market rental to ensure that rentals do not conflict with the limitations of the Economy Act, as amended. Prepare Title 10 reports for submittal to Armed Services Committees of Congress prior to leasing of lands when annual rent is estimated to exceed $200,000 per annum. Furnish technical advice, guidance, and assistance to using agencies and organizations concerning lease provisions, obligations, and compliance. Examine and analyze public records, appraisal reports, right of way maps and title evidence to identify mattes affecting negotiations. Prepare negotiators report of pertinent facts and circumstances developed during negotiation proceedings when reasonable offers cannot be obtained with existing authorities. Obtain permits, right-of-entry, and licenses for natural disaster and emergency projects within the designated area.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Intermittent position. You may be scheduled from 0 to 30 hours per week based on need.
  • Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US.
  • Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions.
  • Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
  • Work may entail extended work shift of 12-16 hours a day.
  • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
  • Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
  • Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
  • Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
  • Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
  • Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Specialized Experience: One year of specialized experience which includes furnishing technical advice, guidance, and assistance to using agencies and organizations concerning lease provisions, obligations, and compliance; obtaining leases of real property required within the natural disaster or emergency area; mediating contractual disputes between Lessors and tenants in matters involving lease interpretations; examining and analyzing public records, appraisal reports, right of way maps and title evidence to identify mattes affecting negotiations; preparing negotiators report of pertinent facts and circumstances developed during negotiation proceedings when reasonable offers cannot be obtained with existing authorities; securing execution of options, contracts, and other legal documents when agreements for direct purchase are obtained; and obtaining permits, right-of-entry, and licenses for natural disaster and emergency projects within the designated area. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
