About the Position: This position is part of the Reemployed Annuitants Cadre. Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the United States. This position is a temporary position not to exceed (NTE) 1-year, however, at the discretion of management, the position may be converted to a term position up to a maximum not to exceed (NTE) 4-years.

Duties

Operate under the administrative supervision of Program Director, Reemployed Annuitant Office. Provide emergency support to disaster-stricken areas throughout the U.S. Complete the Damage Survey Report and attachments to verify and justify the required funds necessary to return the damaged site to pre-disaster conditions and/or offer a hazard mitigation solution. Provide expert advice on complex technical issues, and provide oversight, direction, and coordination of Management and Disposal (MD) program activities. Inspect construction, workmanship, and samples of materials proposed for use in the construction and recommends action. Responsible for the quality of verification of all phases of construction such as review of inspection activities, interpreting plans and specifications, preparing daily reports, etc. Prepare FEMA damage survey reports; completes attachments, to include photos, estimates, sketches, measurements, invoices, and similar documents. Issue directives for improvements and monitor activities for meeting schedules and established goals. Coordinate the implementation of master plans and setting land use designations for projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is an Intermittent position. You may be scheduled from 0 to 30 hours per week based on need.
  • Employees occupying these positions will provide emergency support to disaster-stricken areas throughout the US.
  • Employees must pass a stringent medical screening and be prepared to live and work in extremely austere conditions.
  • Work schedule will initially be arduous, with extensive overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location.
  • Work may entail extended work shift of 12-16 hours a day.
  • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Lack of sleep may occur due to long work hours and uncomfortable living conditions.
  • Employee will report symptoms of stress and fatigue to the on-site supervisor. Living conditions range from having all basic amenities; light, power, water, refrigeration, to not having one or more of these amenities.
  • Employees who need to store refrigerated medication shall prior to departure from the primary duty station, inform the local EOC so availability of refrigeration at the work site can be determined.
  • Environmental conditions at work locations may range from excessive heat and humidity to extreme cold and rainy.
  • Some locations require that the employee be able to maintain stable mobility in sandy and unstable terrain.
  • Although some work is sedentary, work conditions such as ergonomic issues related to lifting and carrying, seating, or video display terminals; repetitive motion injury from using computers, and the like may be expected.

Specialized Experience: One year of specialized experience which includes providing expert advice on complex technical issues, and providing oversight and direction of Management & Disposal (M&D) program activities; issuing directives for improvements and monitoring activities for meeting schedules and established goals; coordinating the implementation of master plans and setting land use designations for projects; maintaining surveillance over emergency contract mission operations involving one or more contractors; inspecting construction, workmanship, and samples of materials proposed for use in the construction and recommending action; providing decisions on complex issues after performing an in-depth analysis in those cases not covered by established precedents; and being responsible for the quality of verification of all phases of construction such as reviewing inspection activities, interpreting plans and specifications, and preparing daily reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
