About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.
Duties
Serve as Team Leader of the Real Estate Division Management Disposal Section with responsibility for project lands in portions of six states.
Process and administer outgrants, real property disposals, compliance inspections, and real estate claims.
Coordinate with other agencies and internal divisions to ensure the proposed action is compatible with project operations and complies with all environmental regulations.
Prepare deeds to transfer ownership of real estate interests, coordinates Environmental Condition of Property reports, and assemble all supporting data.
Prepare opinions of value to determine consideration to be paid to the Government for outgrants/disposal actions.
Prepare and negotiate directly with other Federal/State agencies for the sale of real property.
Inspect lessee and outgrantee performance to ensure compliance.
Negotiate and prepare leases, easements, licenses, and permits to authorize temporary use by Government agencies, states and political subdivisions, corporations, and private individuals.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Facilities Engineering, Intermediate Level II, within 24 months of entrance on duty.

Specialized Experience for GS-12: One year of specialized experience which includes includes experience (1) in management and disposal of Federal property; (2) preparing a variety of outgrant documents such as easements, leases and licenses; (3) coordinating with a variety of support disciplines, such as archaeological, endangered species act, and environmental staff; AND (4) developing conveyance documents for fee and easement disposals such as quitclaim deeds, disposal reports and agreements of exchange. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
