You will serve as a SUPERVISORY INDUSTRIAL SPECIALIST SHIPBUILDING) in the Waterfront Operations Department (CODE 300) of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will use expert experience to manage and supervise complex overhauls to US Naval ships for repair and modernization. You will develop work packages for scheduled ship availabilities. You will provide cost estimates to Contracts Department to establish government position for fair and reasonable pricing. You will develop and use spreadsheets to track and monitor expenditures. You will develop statements of work and reports using MS Word. You will review and interpret production schedules to monitor contractor performance. You will provide presentations to senior managers on job status. You will be responsible for communicating/briefing project status at scheduled meetings.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting quality audits of work specification packages; Experience requesting funds and distributing relevant availability information including contract work specifications, ship alteration and repair packages; Experience resolving problems that affect the end cost, quality, schedule, and performance of availabilities or contracts; Experience planning all phases of repair, alterations and modernization work assignments on assigned ships during availabilities; Experience drafting correspondence such as messages, letters and memoranda as appropriate to Fleet Commanders, Systems Commands, Type Commanders, and other agencies; Experience conducting quality audits of work specification packages to ensure authorized work is accomplished as agreed upon with customers; Experience demonstrating technical expertise in the areas of surface ship maintenance, capable to evaluate the effectiveness of major overhaul and maintenance management approaches in terms of cost and mission accomplishment.
