Qualifications
To qualify for this position you must meet A, B or C for the series/grade to which you are applying.
GS-11
A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
B. Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Assisting with analytical reviews of quantitative data; AND
2) Assisting with efforts to resolve issues through collaboration with other programs or organizations; AND
3) Drafting written products used to brief decision makers, convey information, or communicate policies and procedures.

OR
C. Combination of Education and Experience: combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.

GS-12
A. Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Communicating the connection between program quantifiable activities and an organization's strategic plan; AND
2) Assisting with the development of briefing materials, issues papers, or reports conveying information to a wide variety of senior management officials within an organization; AND
3) Assisting in the development of analyses and assessments of program activities. This includes conducting data analyses to inform programmatic decision making and progress of programs achieving performance targets, such as under applicable laws and regulations for program accountability and results; AND
4) Facilitating the documentation of policies and procedures for implementing complex programs.

NOTE: At the GS-12 grade level you may NOT substitute education for experience.
