Duties

As the Deputy Manager, Savannah River Field Office you will have the following duties: Direct subordinates in the development of holistic processes and solutions to problems that integrate the requirements and often-divergent needs of programs, projects, business, contract management, nuclear safety, engineering, safeguards and security, environmental, safety, health, and quality activities at Savannah River Site (SRS). Provide support for NNSA and non-NNSA programs; ensure adequate safety, security, and control of nuclear explosives, nuclear weapons and weapons components. Provide program execution support and prepare Site-specific plans including the Ten-Year Site Plan. Administer and oversee the performance of the Management and Operating (M&O) contract at SRS. In collaboration with the Manager, utilize NNSA finance and accounting programs to ensure the use of proper oversight and controls at the both the Field Office and within the M&O. Oversee implementation of environmental, safety, and health programs and interface with the Defense Nuclear Facilities Safety Board on site-specific issues. Plan, manage, and implement the Safeguards and Security Program at SRS. Review and advise the Manager SRS on the contractor's Site Safeguards and Security Plans (SSSP) or equivalent. Manage and participate in federal Emergency Management and Response at SRS. Perform federal construction project planning and management for the Field Office, including project management for all line-item construction project activities, general plan projects and capital construction projects assigned to the Site. Ensure the planning, coordination, and review activities that support the preparation, approval, and maintenance of Safety Analysis Reports and Technical Safety Requirements.

Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1: Describe your experience or ability to provide leadership, direction, and oversight for a complex organization in the areas of national security, work for other government agencies, program/project management, quality assurance, facilities engineering, emergency response, environmental management, environment, safety and health, and technical security programs; to include large nuclear and hazardous non-nuclear manufacturing facilities. MTQ 2: Describe your experience in leading strategic efforts in national security, production management, facility management, and site operations to ensure long term viability of organizational assets. MTQ 3: Describe your knowledge of and experience to lead, direct, and provide technical oversight for a large geographically dispersed and diverse workforce responsible for complex technical, safety, security, and business activities. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

Education

You must meet the basic education requirements for at least one of the occupational series (0801 or 1301) identified below. You are required to submit unofficial college transcripts as outlined in the Required Documents section of this announcement. Failure to submit transcripts will result in disqualification for this position.

To qualify for the 0801 General Engineering series, you must possess:
A. Degree:
Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.-or-
B. Combination of education and experience --college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or(
IV) Related curriculum
--Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

To qualify for the 1301 Physical Science series, you must possess:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR
B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
