A successful candidate in this position will serve as a General Engineer/Physical Scientist (Facility Representative) ensuring all aspects of the day to day operations at one or more nuclear or high hazard non-nuclear facilities.

Duties

As a General Engineer/Physical Scientist (Facility Representative) you will Conduct walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of non-compliance with standards and guidelines, and potential problem areas. Ensure that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations. Assure that contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations. Serve as primary interface between NNSA/DOE management, local and Headquarters, and the contractor, and maintains cognizance of all operational activities, both technical and administrative, in providing technical, policy guidance and direction. Represent the agency in hearings, high level meetings, conferences, and special working groups with M&O contractor executives and subject matter experts, State and federal legislators and oversight entities.

EN/NN-03, NQ-03, GS-13. Specialized experience for this position is defined as Examples of Qualified Experience: (Must Meet All 3) Brief technical reports, briefing materials or other documentation documenting performance relative to safe and efficient operations or documenting operational incidents, accidents, malfunctions or non-routine operations. Evaluating compliance with health and safety requirements of Nuclear and/or Non-Nuclear facilities. Providing nuclear safety oversight of nuclear facilities. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education

All applicants must meet the basic requirements of the General Engineer/Physical Science occupational series. Transcripts or other proof of required education MUST be included in application package.

Engineer -0801 - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). Physical Scientist -1301- Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
