Duties

As the Federal Project Director, Savannah River Plutonium Processing Facility (SRPPF) you will have the following duties: Oversees the overall planning, direction, and timely execution of the Savannah River Plutonium Processing Facility in order to meet the mission need for the U.S. plutonium disposition program. Approves multi-year and long-range work plans and subsequently manages the overall work to achieve the project's goals and objectives. Manages adjustments to the structure and content of the SRPPF project as a result of changes in levels of appropriations or other legislation. Oversees the effort to prepare for and obtain approval for Critical Decisions for the SRPPF project through the Department of Energy's project management process, including preparing and validating the detailed project baseline (integrated schedule and cost estimate) and obtaining approval to eventually begin facility operations. Evaluates risk and other factors that may influence performance against the validated baseline. Monitors budget execution against the project baseline, develops schedules and resource information, and reviews, approves, disapproves, or modifies requests for changes to project milestones as authorized. Represents the project to other Federal agencies, national laboratories, and other stakeholders and provides information on the SRPPF project status and path forward. Plans, evaluates, and assesses technical reports and plans, and presents issues, problems, impacts, and solutions to senior management. Evaluates field, site and contractor performance. Conducts annual reviews of budget documents, operating plans, management guidance, and approved baseline.

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1: Describe your experience in managing large-scale, high-risk, complex construction projects, especially nuclear facility projects. MTQ 2: Describe your experience in evaluating and advising on facility design, construction and start-up issues, especially experience with nuclear projects. MTQ 3: Describe your experience in interfacing with high-level officials in various entities, including other Federal agencies, Congressional staff, national laboratories and foreign officials. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.

Education

You must meet the Basic Education Requirement listed below in order to qualify for this series.

Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
