Duties
Serves as expert on DLA acquisition business policies and processes supporting the acquisition life-cycle management.
Oversees measurable performance metrics for assessing the performance of the Agency's IT business investments.
Responsible for overseeing the implementation of Chief Information Officer (CIO) and Program Executive Office(PEO) policies and processes supporting acquisition and life-cycle management.
Advises functional customers of the defense acquisition process for controlling IT investments, and provides feedback to functional customers, PEO, CIO, Business Area Directors, and the Command Staff on the status of the Agency's overall compliance.
As the recognized senior analyst, the incumbent serves as a program expert with responsibility for leading ,advising and monitoring the progress of the assigned programs' and new initiatives' implementation of the policies and processes.
Oversees the management of the programs and initiatives, identifying and ensuring adherence to the baseline of approved IT acquisition business requirements and implementation of changes to these requirements.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Analyzes and evaluates life-cycle processes for emerging Automated Information Management Systems (AIS).
Responsible for administering the determination, coordination, and approval of program and new initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards.
Develops new standards, methods, and techniques; evaluates the impact of technological change; and develops solutions to highly complex technical issues.
