About the Position Serve as the Security Assistance Training Field Activity's (SATFA) Aviation Training Program Manager (ATPM) responsible for planning, programming, scheduling, and administration of Security Cooperation and Assistance training (SAT) programs. This position is located at the US Army Training and Doctrine Command, Deputy Chief of Staff G3/5/7, Deputy G3 Training, USA Security Assistance Training Field Activity (SATFA), at Fort Eustis, Virginia.
Duties
Serve as the SATFA Aviation Training Program Manager (ATPM) responsible for directly coordinating with numerous agencies outside of SATFA to prioritize and manage Foreign Military Sales (FMS) funded aviation training programs.
Responsible for keeping SATFA leadership apprised of significant aviation FMS events, milestones, deficiencies, problem areas, and program changes.
Maintain the updated SATFA Aviation Training Standard Operating Procedures.
Disposition of aviation issues in accordance with existing regulatory guidance, U.S. law, and be able to make recommendations for exceptions to existing procedures.
Responsible for planning, and monitoring aviation training programs provided to international students (military and civilians) under the FMS Security Assistance Training and BPC Security Cooperation Training.

Prepare high-level information papers, Executive summaries, point papers, briefing slides, and excel spreadsheets analyzing and providing recommendations on aviation programs issues and challenges
Represent TRADOC at FMS aviation high-level Agency training related conferences.
Train SATFA personnel on Aviation-related training programs, and policies.
Serve as a staff coordinator dealing directly with numerous agencies outside of SATFA.
Ensure understanding of resource constrained environment associated with institutional aviation training and alternate training methods.
Analyze international partner ability to establish and maintain aviation training programs which develop self-sufficiency.
Management and projections of aviation quotas in the Structure and Manning Decision Review and the Training Resource Arbitration Panel.
Requirements

Specialized Experience: One year of specialized experience which includes experience such as: 1) Participating in the development of policy and procedures related to international rotary wing aviation training programs. 2) Experience with rotary wing aviation flight, maintenance, and simulation training. 3) Experience in analyzing and making recommendations to establish and maintain rotary wing aviation programs. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-12).
