This position is located in the U.S. Agency for Global Media (USAGM), Office of Cuba Broadcasting (OCB). This position leads digital innovation for OCB, while developing strategies to reach audiences, bypass censorship, and boost audience engagement. This position also oversees research, analytics, and tech partnerships. The selectee will champion a digital-first approach and stay at the forefront of media trends.
Fluency in both English and Spanish languages is required.
Duties
As a Director of Innovation and Audience Engagement, you will be responsible for duties to include, but are not limited to:
Developing and implementing strategies to reach target audiences, circumvent censorship, and drive engagement.
Establishing partnerships with external organizations to enhance security and innovate new censorship circumvention products.
Promoting content distribution on various platforms as part of a digital-first strategy.
Collaborating with editorial and digital technology teams to achieve goals and maintain high standards.
Enhancing social media operations and coordinating digital strategy.
Overseeing marketing and promotional strategies to ensure audiences can access content.
Supervising media data analysts and/or research specialists.
Leading innovation in the development of new platforms and digital tools.
Overseeing the use of digital analytics to monitor performance and improve audience engagement.
Evaluating new tools to promote OCB's mission as well as crafting and implementing OCB's digital-first strategy.
Working with the Director of Information Technology to ensure the protection of OCB's publishing systems and respond to challenges.
Requirements
- You must be a U.S Citizen or U.S. National.
- This is a national security position. If selected, this position requires the completion of the SF-86.
- Suitability Determination: If selected, you will be subject to a background investigation to establish your suitability for federal employment. The background investigation may include, among other aspects, a review of your credit and legal history.
- This position is not covered by a Union Agreement.
- This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period. This position may require serving a one-year probationary period.
- If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
- The full performance grade level for this position is GS-14.
- If you are a male applicant who is born after 12/31/59, you are required to be registered for the Selective Service.
Qualifications
Screen out factor: Applicant must have fluency in both English and Spanish languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.
Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

Conducting research to analyze media consumption.

Education is not required for this grade level. It cannot be used for qualification purposes.
