About the Position: The primary purpose of this position is to develop, update, staff and publish Antiterrorism policies and procedures as well as provide developmental guidance, implementation and operational oversight of the Command's Antiterrorism training and exercise program.
Duties
Serves as an Antiterrorism (AT) Specialist and assists in the development of AT policies and strategies.
Assists subordinate organizations with development of AT exercises.
Performs as the lead AT training coordinator for the organization.
Assists in the development of long and short-range goals and objectives for the USACE Antiterrorism Strategic Plan and foundational key performance indicators.
Develops and manages a systematic process to monitor current and future training concepts and supporting program initiatives to meet objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a SECRET security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent to possess an Antiterrorism Level II Certification.
- This position requires the incumbent to complete Contracting Officer Representative training within 90 days of entry on duty.

Selective Placement Factor: This position requires the incumbent to possess an Antiterrorism Level II Certification.
AND
Specialized Experience: One year of specialized experience which includes: 1) Assist in the development and management of an organization's Antiterrorism program; 2) Provide input on improvement of Antiterrorism policies and procedures to Program Manager; AND 3) Monitor contract operations and effectiveness for an organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
