This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Evaluation and Inspections.

Duties

Serves as a senior Project Leader and authority in leading high-quality, relevant, and timely evaluations. Maximizes team efficiency through technology, collaboration and innovation. Mastered and maintains extensive subject matter expertise in at least one or more HHS program areas (e.g., Medicare, Medicaid, and public health or human service programs) and has demonstrated ability to quickly become expert on new HHS program areas or issues. Leads teams of staff (ranging from GS-7 to GS-13) in the timely completion of high-quality evaluations or other special projects that are priority to OEI/OIG leadership and that are geared for impact. Leads teams in strategic planning, evaluation design, data collection and analysis, synthesis, drawing conclusions, and report generation to support multiple recommendations on improvements to HHS programs and policies. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Serves as a resource, mentor, and/or coach to analysts and newer project leaders within and across OEI regions, fostering an environment where input and feedback are solicited, creating opportunities for engagement and empowerment, and responding to feedback and input timely. Completes high-quality research, evaluation, or other special projects geared for impact. Uses analytic techniques, such as inferential statistical tests, statistical software, and social science research methods, to study issues related to evaluation goals and objectives.

Basic Requirement: Degree: behavioral or social science or related disciplines appropriate to the position (e.g. Psychology, Sociology, Public Administration).OR; Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.OR; At least 4 years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirements above, applicants MUST meet the additional requirements for the GS-14 grade level. Applicants MUST have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which provided the knowledge, skills, and abilities to perform the duties of the position. Examples of specialized experience MUST include: 1) routinely serving as a meaningful resource, advisor, and coach to analysts; AND leading teams to complete high quality evaluations (or comparable projects ) that are complex and/or innovative; 2) developing evaluation proposals (or comparable project proposals) that are feasible and likely to drive impact; AND interpreting data and analysis results to draw meaningful and well-supported findings and conclusions; AND developing realistic and actionable recommendations that are likely to drive meaningful improvements if implemented; AND 3) maximizing team efficiency through collaboration and appropriate division of work; AND guiding teams to success in the day-to-day management of the evaluation (or comparable project) schedule and assignment and completion of tasks; AND strategizing and decision-making at the macro-level - e.g., proposed evaluation scope and methodology account for level and type of evidence needed to be compelling, while balancing the costs in time and effort and expected return on investment; AND responding effectively and timely to feedback on written products (e.g., proposals, designs, reports). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
