About the Position: The incumbent of the position performs analysis of USARNORTH resource trends and programs to provide assessments, insights and recommendations to senior leaders on fiscal matters. Develops, coordinates, integrates, and presents analysis for resource programs for development and defense of the USARNORTH Program Objective Memorandum (POM).
Duties
Identifies inter-relationships among historical expenditures, inflation factors, normalization of program/mission shifts and other data to accurately identify program changes and assess impact of those changes.
Analyzes critical functions including force structure, equipment acquisition, and personnel/manpower.
Participates in internal Army, USNORTHCOM and OSD working groups to develop alternatives/solutions to resource challenges or system enhancements.
Develop recommendations for senior leader decisions concerning manpower management, lease/occupancy agreement management, memorandums of agreement/understanding (MOA/MOU), and Inter-service support agreements (ISSA).
Reviews programs, develops plans, performs and directs analyses and presents results.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position.
- Position requires travel up to 25% of the time in connection with homeland security/homeland defense operations, planning or exercises.
- Must be able to obtain and maintain a SECRET security clearance.
- Overtime may be required on short notice.
- Shift work may be required on a 24/7 basis and also may be necessary during exercises, crises, or contingencies.
- Incumbent may be required to temporarily work extended and irregularly tours of duty to include days, nights, shifts and weekend.
- A probationary period maybe required.

Specialized Experience: One year of specialized experience which includes providing technical expertise in the analysis and evaluation of Army resource allocation plans and how effectively these plans support current Army initiatives; Develop specific criteria and ways to resolve problems which directly affect the accomplishment of principal program goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
