You will serve as a Program Analyst in the Training & Exercise Directorate of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will evaluate and execute a wide variety of exercise program requirements. You will provide advice and guidance to Program Managers in the interpretation and application of procedural guides and directives regarding the execution of their funding requirements within applicable laws, regulations, and fiscal guidelines. You will perform analysis on and provides status of funds to Division Chiefs and Exercise Program Managers through preparation and analysis of monthly budget briefs. You will analyze and make recommendations for changes in annual funding profiles. You will analyze projected execution rates and ensure all requirements are executed in accordance with authorization messages and directs. You will provide budget development input and analysis, as requested by Senior Program Analyst and assist in development of Fiscal Year (FY) Budget and Program Objective Memorandum (POM) submission packages.

  • This is an obligated position. The former incumbent has return rights to this position under PL 86-585.
  • Occasional travel may be required to contiguous United States (CONUS) and foreign countries in the USINDOPACOM Area of Responsibility (AOR), as necessary. Must be able to obtain and maintain a valid US passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector reviewing, analyzing and executing multiple programs. Examples of specialized experience include most or all the following: 1) Providing analysis on financial and resource planning, programming, and/or execution of funds; 2) Planning, scheduling, executing, and assessing training and exercise requirements; 3) Preparing long range and short-range planning guidance and organizational goals; 4) Recognizing potential problems and implementing corrective actions; 5) Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; 6) Planning and executing plans and program requirements.
