You will serve as a PROGRAM ANALYST in the TRAINING & EXERCISE DIRECTORATE of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will provide senior level management analysis and expertise on financial and resource planning, programming, and execution of funds for the Directorate. You will serve point of contact for USINDOPACOM’s Pacific Multi-Domain Training and Experimentation Capability (PMTEC) and Joint Training Exercise Evaluation Program (JTEEP) financial and resource planning, programming, budgeting and funds execution. You will provide leadership, guidance and oversight, and serve as the command primary point of contact for planning, management, and execution of allocated program funds. You will develop policies and procedures for executing funds for new programs. You will provide direction and guidance in the administration of USINDOPACOM contractual labor force services administration. You will provide senior resource management, funding controls, and fund execution in support of requirements. You will provide oversight and direction for junior employees to accomplish all functions required to successfully execute the day to day operations of the office.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Planning, programming, budgeting, executing, and analyzing functions for program requirements; 2) Providing senior level management analysis and expertise on financial and resource planning, programming, and execution of funds; 3) Providing direction and guidance in the administration of contract requirements; 4) Providing supervision, oversight and direction to accomplish all functions required to successfully execute the day to day operations of a financial or budget requirements office.
