Duties

PRIMARY PURPOSE: To be the primary interface with Department of Air Force (DAF), Major Command (MAJCOM), sister Services and OSD, and Joint Staff on all issues regarding Advanced Battle Management System (ABMS) and Joint All Domain Command and Control (JADC2) to analyze the effectiveness and sufficiency of Air Force development efforts, programs, and operations and to advise the AF Operations DCS and staff on improvements necessary to operationalize ABMS capabilities to best conduct air, space, and cyber operations and support JADC2. DUTIES: Performs a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have major impact on national defense policy in the development of long-range plans such as war, mobilization, and similar operations or contingency plans. Serves as the principal advisor to the DCS for Operations for ABMS and JADC2. Using technical expertise, prepares position papers and presents high-level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered. Manages technical leadership to maintain continuous liaison with other Air Staff, other service headquarters counterparts, and DOD offices to ensure USAF future force design and enterprise-wide planning is consistent and integrated throughout the defense community.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED) Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use be employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include thorough knowledge of the missions, roles, functions, organizational structures, and operations of the DOD, Air Force, and joint organizations as they concern military, operations, capabilities, and capability employment principles; expert knowledge of qualitative and quantitative evaluation techniques for the study of future joint force missions, capabilities and requirements; mastery of systems planning and project management concepts, methods, and practice and management principles and systems sufficient to lead the evaluation of future ABMS requirements and JADC2 equities to develop a high-level architecture plan to support Agency and joint mission requirements and to exercise mature administrative and technical judgment in managing programs, resolving complex cross-organizational problems, and developing new hypotheses or fundamental new concepts; expert knowledge of the Federal, DOD, and Agency Planning, Programming, and Budgeting System (PPBS) and thorough knowledge of Agency program goals and objectives, the sequence and timing of key developmental and operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; and knowledge of the relationship of the various Agency entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough, current knowledge of Air Force organizations, functions, authorities, and lines of command. Knowledge must cut across the entire spectrum of Air Force programs, operations, and management. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of air and space plans, programs, and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment. Knowledge of the Department of Defense's Joint Capabilities Integration Development System (JCIDS), Planning, Programming, and Budgeting System (PPBS), and the Department of Air Force policy, procedures, and schedules for developing Program Objectives Memoranda, in support of major war, mobilization, and other contingency and operational plans. Skill in managerial and coordination activities sufficient to manage and review multiple studies of future capability requirements with many variable or unknowns including mission changes, future technology, and competing organizational interests. Ability to plan, organize, and direct program functions and advise senior Air Force leadership on ABMS and JADC2 strategic efforts. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to meet and interact with senior military and civilian officials at all levels of Government using a high degree of tact and diplomacy, including experience in interacting with Public Affairs and Congressional staff members.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
