Duties
The primary purpose of this position is to serve as the supervisory budget analyst in the Mission Support Branch for a Regional Office. The incumbent is responsible for the full complement of financial operations to support the programs and personnel of the region's components.
Duties performed:
Performs a wide range of analytical, technical and advisory functions related to the budgetary and financial analysis processes.
Responsible for the acquisition, obligation and expenditure of funds for programmatic and administrative purposes.
Examines policies and procedures in order to determine their impact and significance to region's program requirements and ensures funds are used for the purpose for which appropriated.
Exercises full supervisory responsibility over the budget unit.
Qualifications
Specialized Experience:
GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Analyzing data, costs, trends, policies and/or guidelines to develop budget forecasts;
Conducting financial analysis to advise management and leadership on resource management issues and improvements;
Utilizing knowledge of budget concepts, methods, and techniques to compile data and prepare reports; and
Supervising the work of subordinate staff (i.e., planning and assigning work, developing training programs, providing employee guidance, counseling, and direction.)

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
