The primary responsibility of the incumbent will be to support the Asst. Director / Chief Veteran Exp. Officer and other members of senior leadership including the Medical Center Director, Associate Director, Asst. Director/Chief Facilities Executive, Chief of Staff, Associate Director for Patient Care Services, the Deputy Chief of Staff, and the Deputy Nurse Executive in the day-to-day operations of the Asst. Director / Chief Veteran Exp. Officer's responsibilities of the health care system.

Duties

Administrative Management: The incumbent provides administrative management and serves as a resource advisor to the Assistant Director / Chief Veteran Experience Officer and other members of senior leadership to include Medical Center Director, Associate Director, Assistant Director/Chief Facilities Executive, Chief of Staff, Associate Director for Patient Care Services, the Deputy Chief of Staff, and the Deputy Nurse Executive, on activities, operations, conflicts, and issues. The Executive Assistant to the Assistant Director / Chief Veteran Experience Officer maintains on a daily basis an effective working relationship with all STVHCS services, Network and Headquarters personnel, to assure effectiveness in STVHCS services and mission. Represents the managed functions and/or the Office of the Assistant Director / Chief Veteran Experience Officer (either independently or in conjunction with the Assistant Director / Chief Veteran Experience Officer) at conferences, meetings and briefings with a variety of STVHCS staff, Veteran Service Organizations, local and political representatives, external review boards, and more. Makes recommendations and proposals based on research, analysis, and observation to modify or change policies and processes as well as initiate suggestions for new policies designed to enhance the efficiency of STVHCS operations, programs and activities. The incumbent develops comprehensive reports, studies, business plans, and presentations to support the Assistant Director / Chief Veteran Experience Officer. Reports and presentations are highly visible and shared with executive leadership and stakeholders, VISN, VACO, and congressional staff. Project Oversight/Direction/Long-Range Planning: The Executive Assistant to the Assistant Director / Chief Veteran Experience Officer Coordinates with services throughout the healthcare system to develop operational goals and recommend organizational efficiencies. Assists the Assistant Director / Chief Veteran Experience Officer and service lines in preparation of annual strategic plans for submission to VISN and dissemination throughout the healthcare system. Evaluates the requirements for additional resources submitted by Service Chiefs and Program Managers, and balances organizational needs with the overall STVHCS strategic plan. Plans and/or supports committees, boards, or conferences. Manages schedules, agenda, and action items for key groups. Based on understanding of important programs and issues from outside the organization, develops agendas and plans. Responds to inquiries, request, and complaints directed to the Assistant Director / Chief Veteran Experience Officer in a professional manner. Communicates directly, and on behalf of the Assistant Director / Chief Veteran Experience Officer with Service lines, program managers, executives, external review boards, Veteran and political organizations, and others on matter related to the Assistant Director / Chief Veteran Experience Officer's initiatives. Provides a communication channel between the Assistant Director / Chief Veteran Experience Officer and departments throughout the healthcare system; demonstrating leadership to maintain credibility, trust and support with senior management staff. Communication: Incumbent communicates on a daily basis with members of the STVHCS facility leadership to include both Senior and Service level leadership. The individual acts as a primary point of contact with critical persons at the National and VISN levels, independently handling major program issues related to the Assistant Director / Chief Veteran Experience Officers office. Incumbent must develop collaborative working relationships at all levels. The individual provides leadership to groups and teams and develops and presents executive level reports for committees, boards, and other top management as necessary. The incumbent acts as a facilitator for the Joint Leadership Council and is an active participant in multiple boards and committees related to the Assistant Director / Chief Veteran Experience Officers Services. Staff Education: Incumbent is responsible for education of staff at all levels on different program concepts, initiatives, and directives in relation to the Assistant Director / Chief Veteran Experience Officers services and other VACO initiatives as assigned. Work Schedule: Monday - Friday / 0800 - 1630 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: -Missions, organizations, programs, and requirements of health care delivery systems; -Regulations and standards of various regulatory and credentialing groups; and -Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: - Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; - Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and - Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of health care service administration, continuous quality improvement, data analysis, health care principles, and practices; Budgeting, planning, administration, and labor/union relationships; Apply extensive quantitative and/or qualitative methods; Knowledge of data related to educational affiliations, clinical training programs, policy, planning and operations (i.e., Office of Academic Affiliations (OAA), Veterans Integrated Service Networks (VISN), and Veterans Affairs Medical Center (VAMC) goals and objectives). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required.
