This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Division of Financial Management.

Duties

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following: Reviews data in reports and financial statements and identifies abnormal trends and control weaknesses. Provides and implements solutions to correct internal control and reporting weaknesses. Reviews and analyzes financial reports generated by the financial system using Excel. Analyzes processing flows, integration of external system interfaces and internal subsystem modules, and recommends improvements in control techniques and document new processes. Prepares external financial management reports, statements, supporting schedules, justifications, and related documentation as required by OMB, Treasury, and/or the Department of the Interior to ensure data consistency and integrity.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Excel skills such as pivot tables, math or financial functions, basic macro creation. Extracting and analyzing data from an accounting system such as FBMS and/or ConcurGOV and/or ASAP. Experience in funds management through accounts payable or acquisitions and/or budgeting. Experience drafting statement of work for new or existing contracts and/or creating 7600s for obligating funds. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-09 level.You must meet all qualification and eligibility requirements by the closing date of this announcement.
