The incumbent serves as a Management and Program Analyst within the Veterans Health Administration (VHA), Office of Health Informatics (OHI), Strategic Investment Management (SIM), Investment Governance Services (IGS) Office.

The incumbent is responsible for providing critical information to VHA senior leadership and the integrated VHA Information Technology (IT) governance bodies regarding VHA IT needs in relation to both Multi-Year Programming (MYP) and Unfunded Requirements (UFR) processes and the resulting funding prioritization of VHA IT needs to assist senior leadership with strategic planning and decision making, articulation of customer objectives, and effective management of VA IT needs to better serve our Veterans.
He/she is responsible for keeping stakeholder offices, federal partners (as appropriate) and Senior VHA and VA leadership informed of activities and progress involving VHA IT governance and working to foster cooperative involvement as necessary. Other duties include, but are not limited to:
Responsible for supporting governance activities under the direction of the Lead Management and Program Analyst within a portfolio of programs and projects in alignment with the Capability Management Boards (CMBs) as chartered by the Information Technology Committee (ITC) on all matters within the Strategic Investment Management Office.
Responsible for working collaboratively with other areas of SIM to aggregate VHA information technology needs and their priorities to build a comprehensive and strategically aligned VHA IT budget submission and an integrated VHA enterprise technology strategy. CMB Portfolio areas of responsibility include the following:
Business Capabilities Management - Encompasses managing, analyzing, and monitoring a portfolio of VHA IT solutions that primary support national and program level administrative and business operation aspects of delivering health care.
Clinical Capabilities Management - Encompasses managing, analyzing, and monitoring a portfolio of VHA IT solutions that primary support clinical staff performing clinical duties in direct support of patient care.
Research & Education Capabilities Management - Encompasses managing, analyzing, and monitoring a portfolio of VHA IT solutions primarily used to collect, analyze, assess, manage, and improve the health of Veteran populations and subsets.
Data, Resources and Analytics Capabilities Management - Encompasses managing, analyzing, and monitoring a portfolio of VHA IT solutions that primarily support the conduct of health care research, healthcare educational needs, and academic affiliations, which includes developing new strategies to handle diseases, identifying new means for delivery of services, methods, decision models, and practices, managing clinical trials and research quality.
Supports the execution of the VHA IT Governance Process, established to prioritize, recommend, advocate, and track Health IT investments ensuring that VHA IT programs are identified, reviewed, prioritized, and executed as approved under the leadership of the Team Lead.
Coordinates with business stakeholders regarding VHA IT needs and documents business needs (e.g., business cases, supporting documentation) as part of the MYP process.
Monitors VHA IT needs (e.g., MYP and UFR) that receive funding and periodically communicates the status of MYP and UFR funding requests.
Coordinates with business stakeholders regarding planning and preparation for periodic and ad hoc intake processes for VHA IT needs.
Steer integrated teams consisting of representatives throughout VA to construct solutions and/or reports for use by senior leadership and others.
Performs other duties assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Candidates must possess SPFs to be considered for this position.
The Selective Placement Factor (SPF) for this position is: Advanced experience in managing multiple programs and projects simultaneously. Advanced experience in communicating (orally and in writing) and coordinating with individuals or groups at various levels of the organization. Advanced experience in data collection and analysis.

You may qualify based on your experience as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations); Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied; knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; Developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations; Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge regarding prioritization processes and apply this knowledge to the identification, submission, prioritization, funding, and reporting of IT needs involving the resolution of conflicting goals and objectives; Ability to prepare and present reports to a variety of management levels, to include recommendations for courses of actions; Analyze market trends or conditions and monitor the quality of deliverables to ensure objectives are met; Ability to plan, organize, advise, and direct strategic planning, as well as short-range and long-range objectives and planning processes and procedures for completion of projects, products, and programs in order to implement national priorities; expertise understanding the intricacies of IT systems in use and the needs of the business owners and program management staff; Assist in the formulation of business cases for major substantive programs and projects, prepare written consolidated justifications for national programs, and prepare briefing materials; Ability to work on several projects simultaneously and is able to plan and adjust work to meet changing or emergent needs with minimum sacrifice to quality or quantity of work; Served as a primary information resource to team leader, senior leadership and other management and program analysts across an organization.

Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
