The primary purpose of this position PRODUCTION CONTROLLER (AIRCRAFT), GS-1152-7/9, is to perform a variety of production planning, scheduling, and supply tasks in direct support of depot maintenance programs such as the repair, overhaul, manufacture, and/or modification of complex weapon systems.

Duties

Develop unprogrammed workload schedules. Monitor work in progress. Provide material management support for repair, overhaul, manufacture, and/or modification of equipment and/or parts requiring special handling.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-07 Target GS-09) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks)of specialized experience at the next lower grade (GS-05), or equivalent in other pay systems. Specialized experience is experience in knowledge and experience in the production organization, and associated production methods and processes, labor, machinery, manpower, and material requirements. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks)of specialized experience at the next lower grade (GS-07), or equivalent in other pay systems. Specialized experience is experience in knowledge and experience in recurring overhaul or repair of products using multiple process production methods and procedures to develop information necessary for the control of a complex product, i.e., numerous skilled trades utilizing a variety of general purpose and specialized machines, tools, equipment, and material to repair, overhaul, or modify a variety of aircraft and commodity items. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the production organization and established production methods, processes, labor, machinery, manpower, and material requirements for the repair, overhaul, and/or modification of a variety of complex aircraft and commodity items. Knowledge of production policies and regulations and how to properly apply them to prevent or alleviate production delays and scheduling conflicts; plan for and alleviate material shortages or delays; and correct faulty or ineffective production methods, procedures, or operations. Knowledge of governing supply regulations, procedures, instructions, functions, operations, program requirements, and work methods. Skill in planning unprogrammed workloads; scheduling and balancing planned and unplanned workloads; and maintaining production schedules for complex items utilizing multiple process production methods and procedures. Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The employee is frequently required to stand, walk, and climb in industrial facilities where it is necessary to bend, crouch, stoop, reach, and lift moderately heavy items. May also be required to perform these functions in obstructed areas. WORK ENVIRONMENT: The employee works in an office setting part of the time, but is also required to regularly visit production areas, which involve moderate risks, discomfort, and require safety precautions. Visits to industrial areas take place in all weather conditions. The employee may be exposed to strong odors, fumes from paint, fuels, or chemicals used in the work processes. Regular use of safety equipment is an occupational requirement.
