The primary purpose of this position, PRODUCTION CONTROLLER (AIRCRAFT) GS-1152-12 is to function as the Master Scheduler responsible for planning, developing, implementing, and revising the master production schedule that drives the entire aircraft depot maintenance repair process for the production line.
Duties
Responsible for development, implementation, analysis, and revision of the master production schedule for aircraft maintenance production plan throughputs.
Implement and control the master production schedule, to include evaluating lead-time changes, assessing unanticipated materiel/production problems and their impact on existing schedules, controlling priorities, and meeting critical milestones.
Perform studies and project on issues of productivity, quality, capability, functions and work processes, and the use of manpower to determine whether substantial modification is required to improve the efficiency of the entire production plan.
Assist the overall scheduling effort through the monitoring of the information contained in applicable maintenance/production/supply data system.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative support Positions, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes, comprehensive knowledge of the maintenance process plan, including routes, bills of material, item master lists, labor standards, process standards, work methods, facility utilization, manpower utilization and funding issues in order to develop and manage the master production schedule for all aircraft assigned to the organization. Knowledge of methods to identify, analyze, plan, control, and implement corrective action, as well as establish effective cost controls, including overtime projections, for difficult and complex production, capacity, and capability problems that may occur during preplanning or work-in-progress phases.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120-day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to plan, schedule, and take corrective action to meet emergency and regular aircraft production workload requirements.
2. Ability to interpret technical data, standards, and instructions and to related them properly to the type of aircraft assigned in preparing production plans and schedules.
3. Extensive knowledge of the Maintenance process plan, including routes, bills of material, item master list, labor standards, process standards, work methods, facility utilization, manpower utilization, and funding issues.
4. Knowledge, skill, and experience to prevent or alleviate unanticipated production/processing delays, scheduling conflicts and lack of required material/manpower shortages.
5. Extensive knowledge of critical path analysis.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
