The primary purpose of this position Program Controller, GS-1152-12, is to function as the Master Scheduler responsible for planning, developing, implementing, and revising the master production schedule that drives the entire depot maintenance repair process for the repair, overhaul, manufacture or modification of a wide variety of weapon systems.
Duties
Responsible for the development, implementation, analysis, and revision of the master production schedule for a wide variety of weapon systems and associated assets.
Function as the primary person responsible for controlling and monitoring the master production schedule, to include evaluating lead-time changes, assessing unanticipated material/production problems and their impact on existing schedules, controlling priorities and meeting critical milestones.
Perform studies and projects concerning issues of productivity, quality, capability, functions and work processes, and the use of manpower to determine whether substantial modification is required to improve the efficiency of the entire production schedule.
Assure the overall effectiveness of the Production Support Flight's scheduling effort through the monitoring of the information contained in applicable maintenance/production/supply data systems.
Perform a variety of tasks in support of Production Support Flight continuous process improvement.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. An example of creditable specialized experience includes: skill to plan for and control the maintenance and repair of complex weapon systems (includes aircraft, exchangeables, engines, missiles and other major end items) and a variety of associated assets.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to plan, schedule, and take corrective action to meet emergency and regular aircraft/asset production workload requirements.
Knowledge, skill and experience to prevent or alleviate unanticipated production/processing delays, scheduling conflicts, and lack of required material/manpower shortages.
Knowledge of maintenance production processes, including repair routes, bills of material, item master lists, labor standards, process standards, work methods, facility utilization, manpower utilization, and funding issues.
Ability to interpret technical data, standards, and instructions and to relate them properly to the type of weapon system/ major end items assigned in preparing production plans and schedules.
Extensive knowledge of critical path analysis, and extensive knowledge of maintenance review team board processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
