About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

Duties

Provides insight and advice about the practice of knowledge management, including knowledge management governance, records management, information management, social networking, and collaboration. Provides subject matter expertise regarding all aspects of knowledge generation, management, and application, particularly in the relevant knowledge management plan. Coordinates asset inventories to ensure records are identified, coded with approved retentions, and aligned to the appropriate (G-staff) divisions. Oversees internal procedures for managing official records IAW governing directives. Ensures all records are migrated to SharePoint Online, the official record repository. Develops and implements migration plan for content to support and promote knowledge organizational and online communities of practice. Interfaces with Army and industry leadership, academia and practitioners to promote and learn Knowledge Management best practices and incorporate them into a comprehensive advantage for the organization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This is a Term position scheduled to last 13 months.
  • Term employment is subject to a one year trial period.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed One Year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Term Appointment NTE - Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). 1) Leading the control and coordination of taskers that cross multiple command organizations and partner organizations; 2) Managing priorities and collaboration through expert knowledge of automated information systems used for staff actions; 3) Managing information to include recommendations to senior leaders on knowledge management and policies and procedures; and 4) Developing internal policy and program guidance governing the implementation and management of Knowledge Management initiatives in the organization to institutionalize KM, and educates leadership and employees. **All current Department of the Army civilian employees must attach a current SF-50 in order to be considered.
