About the Position: Serve as the Personnel Recovery (PR) Policy Analyst and the technical authority and advisor to the Personnel Recovery Branch Chief, G3 SOD,and other HQDA staff elements on development of an Army-wide PR policy as well as the strategy to support policy implementation. The PR Policy Analyst provides oversight of the development and implementation of all PR policy, doctrine, regulations, and education.
Duties
Serve as a principal staff member responsible for analysis, development and coordination of PR programs related to policy implementation.
Use qualitative and quantitative skills to develop and propose new and updated policy for implementation and maintenance of PR skills, operational capability, and other PR programs within planning, programming, and budgeting guidance.
Provide technical advice and policy guidance to personnel at ACOMs, ASCCs and DRUs on implementation of new and existing policy and other methodology related to improving and implementing PR policy
Conduct complex studies and leads study groups and/or steering committees to identify and implement recommendations to improve overall functions, operations, and performance.
Assess alternative approaches to resolving issues and applies mastery knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs assigned.
Research and interpret federal laws and regulations, policies, and procedures to advise on intent and application of concepts and principles to situations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Top Secret security clearance based on SBI and eligibility for Sensitive Compartmented Information (SCI).
- Incumbent may be required to travel up to 15% of the time.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
- The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
- Selectee must pass urinalysis testing, as required prior to appointment and periodically thereafter.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed 2 years by a current permanent Army employee. Time limited promotions may be extended up to a maximum of five years. Time limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Specialized Experience: One year of specialized experience which includes Providing technical advice to an organization on personnel recovery policies; assessing personnel recovery operations to identify and correct program issues; and briefing senior leaders on current and future strategies impacting personnel recovery programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
