About the Position:
This position is located at the Mark Center Building in Alexandria, VA within DoDEA's Human Resource Division; Policy and Compliance Branch; Classification and Compensation.
Duties
Interpret regulations, policies, and directives to provide accurate pay setting guidance.
Implement and provide policy guidance on pay management issues including overtime pay provisions, supervisory differential, grade and pay retention, Fair Labor Standards Act, extra-duty compensation, etc.
Provide expert technical advice and assistance to senior management, supervisors, and employees on complex, controversial, or unprecedented position management, position classification and compensation issues.
Assist in developing and updating policy, guidance, regulations, and procedures on a wide range of DoDEA classification and compensation issues.
Interpret and apply classification standards, determining effective, efficient, and economical organization and position structures, position management policies and practices.
Prepare, classify, evaluate, and develop standardized position descriptions to support DoDEA initiatives.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- Direct deposit of pay is required.
- One-year probationary period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS 11: One year of specialized experience which includes interpreting laws, policies, regulations, and/or procedures to resolve complex HR problems; providing pay setting guidance; and interpreting classification standards related to position management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09 or above).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: human resources management, industrial relations, public administration, political science, business administration, psychology, labor relations or education.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for GS 12: One year of specialized experience which includes applying classification standards, principles and/or practices related to position management; analyzing pay issues to develop solutions; and providing technical advice to management on position classification and/or compensation issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above]).
Specialized Experience for GS 13: One year of specialized experience which includes evaluating positions to develop or modify standardized position descriptions; analyzing pay issues to develop solutions; assisting in developing policy and/or procedural guidance on classification and/or compensation issues; and providing technical advice to management on position classification and/or compensation issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above]).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS 12 and 13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
