The Goddard Space Flight Center, Environmental Test Engineering and Integration Branch is seeking a skilled individual to serve as the Lead of the Structural Dynamics Test Engineering Group. The Group performs vibration, modal, static load, acoustic, shock, and mass properties tests of flight hardware, instruments, and spacecraft.

Duties

Identifies, communicates, and distributes workload and tasks to the team, for example – assignments, test requirements, projects, problems to be solved, program issues under review, actionable events, milestones. Monitors and reports on status of work in progress to branch management. Reviews completed work to verify that directions from management on work priorities, methods, deadlines, and quality have been met. Provides technical expertise in the formulation of engineering policies and procedures related to areas such as structural dynamics test facilities and testing of space flight systems and ground support equipment. Informs branch management of performance issues and problems. Recommends and requests related actions such as assignments, reassignments, promotions, performance appraisals, awards, and recognitions. Collaborates with multi-disciplinary flight project teams in the development of test campaigns including the development of schedules, budgets, and logistical support. Identifies needs for new or unique structural dynamics test equipment. Participates in the design, analysis, test, evaluation, manufacturing, and delivery of related hardware and equipment. Identifies needs for modifications or upgrades of facility infrastructure and systems to meet long-term test objectives, expand testing capabilities, and ensure reliability and maintainability of the test facilities and associated equipment. Provides contractor oversight, technical advice, and guidance in developing new procedures, equipment, systems, or in performing the work required by the contract. May serve as the technical monitor overseeing contractors engaged in this work. Fosters a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Planning and executing structural dynamics tests for spaceflight hardware or ground support equipment; Conceptualizing, demonstrating, and/or implementing test initiatives and/or technologies that address the design, development, verification, and/or operation of spaceflight hardware or ground support equipment; Utilizing equipment needed for structural dynamics testing, such as test facilities for vibration, modal, static load, acoustic, shock, and mass properties testing, accelerometers, strain gauges, microphones, data acquisition systems and other related items. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
