As the Branch Head for the Instrument and Payload Systems Engineering Branch/592, you will lead a branch of highly-skilled systems engineers for space flight projects and the day-to-day operation of the branch. The Branch specializes in instrument development and supporting new business activities, on-orbit anomalies, and orbital debris. You will be responsible for branch policies, procedures, schedules, and funding; in addition to maintaining Engineering Gold Rules related to the Branch.
Duties
Supervise systems engineers, conduct branch activities, staff of flight projects, and new business activities. Plan, implement, direct, and coordinate Branch activities aligned with NASA's and GSFC's strategic implementation plans.
Lead the overall technical team across multiple disciplines, providing direction, gathering information, identifying risks, and making decisions to improve the likelihood of mission success.
Lead, manage, and supervise engineers tasked with leading multi-disciplinary and multi-organizational teams in systems level requirements definition, design, development, integration, test, verification, and operations.
Collaborate with scientists and engineers to develop feasible mission and instrument architectures outlining the baseline approach to the various mission elements: flight, ground, launch vehicle, concept of operations, and instruments.
Conduct engineering trade studies to help mature mission and instrument concepts. Studies look at design options and determine the system-level impacts of those options, optimizing performance within cost and schedule constraints.
Manage engineering team labor cost, schedule, and technical aspects including risk management of the project/program through system-level integration/test and early flight operations, ensuring appropriate resolution of anomalies and issues.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Leading or providing technical support for a multi-disciplinary team supporting aerospace programs/projects, this includes, planning the work of the team, establishing priorities, defining deliverables and providing advice and recommendations to resolve problems;
Collaborating cross-organizationally to establish goals and meet deadlines;
Overseeing systems engineering of flight systems development including requirements definition, conducting trade studies, integration and test, and requirements verification.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
