This position is located in the Whiteriver Service Unit (WRSU) Nursing Department. The primary purpose of this position is to provide full technical and administrative supervision for the WRSU Diabetes Management Department and the programs under the Diabetes Management Department. The employee directs diabetes staff in the performance of diabetes case management tasks related to providing multidisciplinary diabetes care, self-management education and diabetes case management.

Work Planning:
Performs yearly budget planning. Provides technical consultation on purchase of diabetes-related equipment and supplies for professional and patient use, requisition supplies, equipment and needed services.
Assures adequate amount of supplies and equipment are available for the smooth operation of the unit and includes inventory and accountability for equipment.
Coordinates fiscal and resource management, accountable for maintaining the program's budget that includes professional staff and ancillary personnel, equipment, supply purchases, travel and training. Identifies and writes grant proposals, monitors, maintains and pursues grant-funded projects.
Clinical Duties:
Performs nursing care duties to maintain nursing skills and cover staffing shortages.
Provides diabetes education by one-to-one or small group teaching.
Initiates a public health, chronic disease management approach to diabetes care through a patient center medical home model: develops/maintains current diabetes registries; explores needed tracking and data needs; and recommends quality enhancement services.
Administrative/Supervisory Duties:
Coordinates and manages the diabetes care program for the accomplishment of work planning, directing and evaluating performance.
Provides supervision to subordinate employees, including counseling, disciplinary action, corrective action, evaluation and overall management of each unit employee.
Evaluates employee performance annually; develops work improvement processes, as needed, and recommends employee awards/recognition.
Schedules and approves leave requests, sets performance standards and evaluates employees against these standards.

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

BASIC REQUIREMENT(S):
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: for the GS-12 Grade Level:
I have 1 year of specialized experience that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This specialized experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Examples of Specialized Experience include: Oversees Diabetes Department Staff education programs. Provides technical consultation on purchase of diabetes-related equipment and supplies for professional and patient use, requisition supplies, equipment and needed services. Conducts meetings and conferences with staff to explain work requirements, methods and procedures. Performs nursing care duties to maintain nursing skills and cover staffing shortages. Provides preventive care for acute and chronic health problems related to diabetes. Conducts interviews and reference checks for nurses and nursing prospects by phone and in person.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
