This position is located in the Department of Veterans Affairs, Veterans Health Administration, Office of the Under Secretary for Health (USH), Digital Health Office. The Digital Health Office is a new program office with a mission of scaling and implementing digital health technology to promote excellence in Veteran and staff experiences, health outcomes, and access.
Duties
Major duties include but are not limited to:
Analyzes and reviews reports and resolves discrepancies with the appropriate office.
Assures that all requests for sensitive or confidential information are properly authorized and documented.
Identifies complex or controversial discrepancies and/or inconsistencies and brings to the attention of the supervisor.
Monitors and tracks milestones for various on-going projects and conducts follow-up as needed.
Monitors reports and processes to ensure that operating program objectives are met.
Identifies opportunities to improve customer service and makes recommendation for quality control improvements. Facilitates innovative application of best practices and quality management methods.
Identifies problem areas or inherent weaknesses in work processes and procedures and develops recommendations for improvements for decision by supervisor and/or other DHO senior leadership.
Applies evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations).
Coordinates the preparation of trips taken by the Chief Digital Health Officer and Deputy Chief Digital Health Officer. Works with key officials to ensure that all aspects of the Senior Executives travel meet expectations. Develops associated materials as required.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 08:00-04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education below:
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Background in administrative management principles and practices
Knowledge in program management type activities and how they correlate to the needs of the VHA health care delivery system.
Knowledge of VHA systems administrative requirements pertaining to budget, procurement, communications and human resources as applicable.
Experience preparing recurring and non-recurring reports for presentation to top management, and preparing briefings and presentations for assigned projects.
Expertise with software suites, including but not limited to Microsoft Word, Microsoft PowerPoint, Microsoft Office 365 Online, to include Teams, Visio, SharePoint, video formats, presentation and desktop publishing software programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to 0343 occupational series OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education.
GS-12:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Extensive background in administrative management principles and practices.
Specialized knowledge in program management type activities and how they correlate to the needs of the VHA health care delivery system.
Knowledge of VHA systems administrative requirements pertaining to budget, procurement, communications and human resources as applicable.
Practical experience could have been obtained in a health care facility or outpatient clinic. Knowledge of principles, methods, and tools for scheduling, coordinating, and managing program and resources, and the ability to apply the knowledge to complex work assignments.
Experience analyzing data and preparing results of findings for status reporting, maintaining project documentation and tracking program management assignments.
Experience defining and validating project requirements and ensuring customers, business owners, and stakeholders are kept abreast and involved throughout the planning process and the life of the project.
Experience preparing recurring and non-recurring reports for presentation to top management, and preparing briefings and presentations for assigned projects.
Must be well-versed in areas of information management and knowledge management.
Expertise with software suites, including but not limited to Microsoft Word, Microsoft PowerPoint, Microsoft Office 365 Online, to include Teams, Visio, SharePoint, video formats, presentation and desktop publishing software programs.
