About the Position:
This position is located at the Directorate of Training and Doctrine OES DIVISION, Fort Sill, Oklahoma. Serve as the subject matter expert and/or project leader for the analysis, design, development, implementation, and evaluation of relevant and educationally effective curriculum through application of instructional and educational technology and adult learning theory.
Duties
Develop appropriate instrument to gather job analysis information through observation and interview methods.
Participate in the review and revision of components of instructional design, i.e., sequencing and clustering of learning events and objectives; task learning relationships and instructional design plan.
Assist in the design and development of test and measurement instruments to evaluate performance.
Ensure that the most appropriate and cost-effective methods and media are determined for the delivery of instruction.
Design storyboards, shotlists, scripts, etc. for the development of distributed instruction and various forms of instructional media, simulations, and games.
Develop and revise instructional materials for institutional, self-development, and organizational training and education.
Develop lesson plans, student guides/handouts, job aids, instructional media, training event guides, training games, interactive multimedia instruction, training support packages, etc.
Evaluation of Instructional Relevance and Effectiveness.
Collaborate with active and reserve component training unit managers to determine capabilities and constrains.
Coordinate with other education specialists, videographers, photographers, production facility personnel and editors.
Develop contract documents and monitor contract work.
Requirements
- This position requires a Secret clearance.
- Permanent Change of Station (PCS) allowances may be authorized.

- This position requires travel away from duty station (TDY).

Basic Requirement for Instructional Systems Specialist:
Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.(NOTE: You must attach a copy of your transcripts.)
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Develop material for portions of a new course. 2) Review existing course that requires minor modifications, such as routine periodic updating. 3) Evaluate audiovisual aids for courses from a variety of sources to identify those aids that most effectively and efficiently enhance training. AND 4) Develop objective tests items. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Education. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
