About the Position: This position will serve as an Instructional Systems Specialist with the Directorate of Training and Doctrine (DOTD), Fires Center of Excellence (FCoE) located at Fort Sill, Oklahoma. The primary purpose of this position is to ensure integration and educational soundness of all systems of instruction under the proponency of the FCOE.

Duties

Oversees development of instructional materials for a broad specialty area, cluster of courses, or diverse target population. Conducts studies involving all aspects of FCOE training to predict and evaluate student achievement and recommend academic and non-academic improvements to the training. Reviews completed products for clarity and technical adequacy of subject coverage, educational adequacy, accomplishment of instructional and program objectives, and conformance to budget resources. Initiates and maintains liaison with all organizational segments of the Fires COE, TRADOC, CAC, and FORSCOM on current or proposed requirements. Plans, assigns, and organizes work.

Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes the following: Identify training needs/deficiencies by applying educational theories and concepts in the analysis and development of training materials; Conduct formal and informal research studies on a wide variety of education and training subjects such as instructional methods, techniques and materials, audio-visual materials and training aids; Review training policies and procedures to provide solutions to problem areas; Monitor performance of course graduates by observing and evaluating classes conducted by other instructors; and Review training products developed by other staff personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
