About the Position: This position will serve as an Instructional Systems Specialist with the Directorate of Training and Doctrine (DOTD), Fires Center of Excellence (FCoE), located at Fort Sill, Oklahoma. The incumbent will serve as an adult education subject matter expert and the senior instructor responsible for creating original course plans and designs based on approved objectives and acts as authoritative technical expert.

Duties

Adult education subject matter expert and senior instructor. Create original course plans and designs and act as authoritative technical expert. Conduct formal instruction in a variety of professional development courses. Make extensive outside contacts for source information. Acts as an educational consultant to other element with the organization. Ensures integration of new Army Leading Model methods, approaches, and procedures using comprehensive knowledge of adult education techniques, programs, and Instructional Systems Design. Perform supervisory duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Recruitment/Relocation/Retention Incentive may be authorized.
  • Temporary Duty (TDY) Travel is approximately 15% of the time.

Basic Requirement for Instructional Systems Specialist (Must meet this first): Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.(NOTE: You MUST attach a copy of your transcripts.) The course work must have included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Conducting formal instruction in a variety of professional development courses for staff and faculty personnel. Instruction is presented in both conventional and individually-paced settings. 2) Planning and conducting formal and informal research studies on a wide variety of education and training subjects such as instructional methods, techniques and materials, audio-visual materials and training aids. 3) Reviewing training policies and procedures and provides solutions to problem areas. 4) Monitoring performance of course graduates by observing and evaluating classes conducted by FCOE instructors. AND 5) Reviewing training products developed by the staff personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Instructional Delivery and Learner DevelopmentInstructional DesignInstructor Assessment Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11)
